Catherine Oaks, LMSW, Director of Victim Services

McNabb Center

Catherine Oaks, LMSW, is the Director of Victim Services at the McNabb Center, a regional behavioral health provider. She received her undergraduate and graduate degrees in Social Work from the University of Tennessee and is a Licensed Master’s Social Worker. Catherine has worked at McNabb for 12 years and has past experience working with adults with severe and persistent mental illness, as well as adolescents with co-occurring disorders. In her current role, Catherine oversees the Sexual Assault Center of East Tennessee (SACET), the Domestic Violence continuum, including: emergency shelter, outreach, and transitional housing; Re-Entry programming; the Project Against Sexual Abuse of Appalachian Children (PASAAC); and the Therapy Center. Catherine’s programmatic service area includes a 13-county region in East Tennessee. She is also an appointed member of the Sexual Assault and Domestic Violence Advisory Boards for TN as well as Knox County’s Domestic Abuse Death Review Team. In addition, Catherine sits on the TN Domestic Violence Fatality and High-Risk Review Team, TN Coalition to End Domestic and Sexual Violence Public Policy Committee, and Knoxville Family Justice Center Operations Committee, among other inter-agency committees. She has presented her expertise at multiple conferences, including: the TN Coalition to End Domestic and Sexual Violence Annual Conference, the TN Internet Crimes Against Children Task Force Bi-Annual Conferences, the University of TN Title IX Summit, and the TN Federation for the Aging Annual Conference as well as multiple other trainings for law enforcement and other professionals. Catherine is passionate about her work and utilizes her expertise to advocate for enhanced services as well as community and criminal justice response to survivors of sexual assault and domestic violence.
